Award of qualifying benefit

I thought I knew this but am suddenly having a crisis of confidence.

If a claimant is awarded a qualifying benefit leading to supersession does the date on which the claimant notifies the authority have any effect on how far back the supersession takes effect? Does reg 8(14) of the HB & CTB (Decisons & Appeals) Regs override all that and make the supersession take effect from the date entitlement to the qualifying benefit begins?

Yes that is the effect of Reg 8(14), it overrides all the late reporting of changes stuff where the issue is a qualifying benefit

Thanks. That's what I thought, and have been telling people on a course I teach so it's a relief that I haven't been telling them rubbish.

Zebedee and Ward's book is the main reference source for our local HB&CTB section and seems misleading on this: on page 315 it gives a claimant only a month to report his being awarded DLA on appeal.
