Definition of young person for CTC

Hi

A client has a son, aged 17, who was in the army for 8 weeks. He has now registered with Connexions and the Child Benefit has been reinstated until 13th Sep. She has been refused CTC.

Looking at CPAG handbook, it says 'a young person cannot count as a child during any period, from the 1st September following his 16th birthday to his 19th birthday, which includes ....a week in which, having finished full time education, he is in full time paid work...

Does this mean, that if the young person works for a week, any time in that 3 years, they cannot be counted as a young person, for CTC again (unless he returns to full time education).

I am probably clutching at straws here, but it doesnt seem very clear to me.
