help for those with no recourse to public funds

Does anyone know if there is financial help available for a person from South Africa who has no recourse to public funds?
He became long term sick last year and is only getting IB. His savings have run out and he can no longer pay his rent and everything else no doubt. He has two children.
He has applied for citizenship.

Any ideas at all for financial help from anywhere?

Are there any reasons, other than that he has applied for citizenship, why he can't go back to SA? Where is the mother of the children and what is her status? Can she not support family?

Under Children Act s.17 - Social Services have a duty towards the children in their area and can provide financial assistance, but unless there are reasons why they cannot go back, such as breach of Human Rights, may only be prepared to offer assistance until they leave.
