Client failed most recent PCA on mental health but passed one 2 years earlier. No change in health condition meanwhile. Previous PCA not included in appeal submission - no mention of it at all.

I thought there was a Commissioner's decision which recommended, in circumstances such as these, that previous PCA 's should be included for the Tribunal.

Can anyone point me in the right direction?

Have a look in vol 3 of Bonner at the commentary to reg 6 of the Decisions and Appeals Regs (p573 in the 2007 edition) and at CIB/3985/2001 in particular.
