Fragile X & HRMC

I am supporting a child with fragile x whose HRMC & HRCC have been withdrawn. His new award is LRMC & MRCC. It appears the orginal award was based on information relating to his older brother, who, sadly, has the same condition.
I am hopeful that we will get HRCC re-instated and thus HRMC. His walking difficulties are that he will sudenly refuse to walk any further, will sit down and refuse to move. He also gets very alarmed by loud noises etc and this causes problems.
However, as a back-up for HRMC, I've been looking at arguing that he cannot control the behaviour that prevents him from walking reliably out of doors. This all stems from his fragile X conditoin. Disability Rights Handbook suggests this as a useful approch. Has anyone had any success with it?
