Backdating of claims

I'm trying to claim backdated underlying entitlement to CA for a client going back a number of years. I consider we've sufficient evidence for this to be done - failure of DSS to act on info provided by claimant both in writing and when visitor from local office attended their home. There's also the possibility of consideration of interchange of claims. I'm assuming more than three months is statute barred but is there any way around this particularly as it would never have been paid due client being in receipt of an overlapping benefit. Alternatively do I have to go down the path of requesting a special payment?
