I've an interesting case where cl claims to have significant balance problems, subsequent to hydrocephalus, but recently an EMP has done a rhomberg's test (closed eyes, finger to nose standing up) and stated that there is no evidence of a balance problem.

Cl has been receiving HR Mob + mid care or it's antecedents for upwards of 15 years and states the problem has existed for 28.

question the first is whether anyone's heard of a balance problem that doesn't show up with Mr Rhomberg's test and secondly is there any mileage in arguing that whether or not there's an actual clinical problem, where someone's been told it's there (by two tribunals as well as several medic's) that it's so entrenched so as to give rise to reasonable needs.

We're already pursuing medical evidence that will hopefully contradict the EMP but just in case...
