joint applications for CTC

I am working with a young woman who is currently receiving only Child Benefit. She is living with her partner (and father of her baby), who has no recourse to public funds. My client does not seem to know much about her partner's status in the UK. She wants to get JSA, but can't as she is a full-time F.E student.
My question is - does she need to make a joint application for CTC, even if her partner has no recourse to public funds? or does she need to apply as a single person? Also, will there be a problem with her application as she has an income of CB only?
Her partner is 'training' to be a barber with his uncle. The uncle gives him £40pw. Should this be declared on the CTC form? (I suspect that he should not be 'working' in the UK, due to his status, but again this is not clear).
