If her husband has ILR( indefinite leave to remain) there is no restriction on him claiming benefits. However, you have to make sure that is the case (ILR), because if someone has limited leave to remain which is usually 2 years before the ILR this will be with no Recourse to Public Funds which means he is subject to immigration rules and claiming benefits will potentionally jeopardise his stay.
