is a loan protector treated as income?

HI

I have a client who has just received a decision from HB stating not entitled to full benefit as they are currently classing money going into his bank account as income. He says that this is a loan protector - (bit like mortgage protection) in which he is now out of work and unable to pay the loan so the insurance pays it - Surely this cannot be classed as income as he doesnt actually see the money? I've searched high and low and dont seem to be able to find the regs to back this up tho - can anyone help?

It should be disregarded. HB regs Sch 5 para 29
