Can someone please confirm for me whether I am right or wrong in thinking that benefit can or can't be paid for a 'looked after child' in the following circumstances. Their is an interim care order existing for the child who is now residing with and being looked after by a grand-parent. Social Services have made one £50 payment from S17 funds and are proposing a weekly 'kinship fostering allowance' payment of £67 (£84 minus CHB) which apparently also will come from S17 funds. I am thinking that CHB is payable to the grand-parent as although the child is 'looked after' the child is residing with her full-time. CTC is not payable as although the child is living with her grand-mother SS are making payments for accommodation/maintenance of the child. Have I understood the rules correctly?
