Hi
I have a client who is receiving Income Support to pay part of their mortgage but none of this benefit to live on. This is because they are in receipt of Incapacity Benefit. Will they automatically be entitled to health benefits or will I need to look at whether they qualify through the low income test?

Historically people who only get IS housing costs are given a nominal 10 pence per week IS award to enable them to be recorded as in receipt of IS. So yes, they are in receipt of a qualifying benefit for all relevant purposes. Unless things have subsequently changed.
