....Means something completely different to Whitehall than it does to us mere mortals: whoever wrote that obviously has some very strange thought processes which do not include logic as we understand it.....or it could simply mean that someone has completely lost the plot.

You have to admit though that the Unions have described the present chaos to a tee, if not understating it .....

Presumably there more people face-to-face with clients and fewer burrowing away out of sight.
