Charitable & Voluntary payments.

A housing support group which is part of the LA is wishing to support kids doing training with discretionary non returnable payments to cover the shortfall between HB and rent. I think such payments would be classed as income but unsure if they could then be disregarded as "voluntary payments" under Schedule 5 para 35 HB regs and the similar IS & JSA regs.

Anyone met something similar

mmm. don't know the answer, but do know that redcar and cleveland HB section won't like it.....unless you've liaised with them already?!?

Why aren't they voluntary payments and why isn't it paragraph 14 rather than 35 (which is about very specific charities)? Same goes for IS and JSA.

p.s. it's a bit like discretionary housing payments isn't it? See para 62
