implications of filling in forms for someone else(fraud)

SW colleague filled in forms for a client which he signed. this was some years ago.
DWP have now contatced my colleague and want to speak to her about that claim as they are investigating it for fraud.
Is she obliged to speak to them?
Looking at CPAG, as long as she did not put down any ststament she knew to be false or connived with the client doing something illegal, she can't be held liable for the fraud.
Greatful for any advice.

Just out of interest, did they fill it in with the client being there ie going through all the questions or did they take it away and fill it in, then asked the client to sign it afterwards?

In this case, my colleague filled the form in with teh client there. But I know of cases where, particularly with DLA/AA, colleagues have made notes in the interview, got the client to sign the form and filled the form in back in the office. Personally, I think this could give rise to all sorts of problems. I always give clients a chance to read through what I have written before signing. Most decline!
Do you think it makes a big difference? It seems to me if you fill the form in without the client, they could legitamately say " I wasn't even there when this was filled in."
