There is no time limit for applying for a grant for fares to visit someone in hospital but the longer it is since 'the need arose', the less likely it is that a grant will be allowed.
I would certainly advise that your client should make an application for a grant and include an explanation for the application not being made earlier; worry about the child, too much going on at the time to think about asking for help,took the money out of the rent money and now in debt etc.A review should also be considered if needed.
