Can I check we have understood this correctly?

If a child is in the care of the LA for 5 days a week, and foster carers are receiving payments from the LA, the foster carers obviously can't claim CTC for the child.

The birth parents have the child from Friday night to Sunday night, so we think they can be paid Child Benefit. But we don't think they have an entitlement to CTC for those 2 days, because as the foster carers have no entitlement to CTC this means that both parties sharing care (ie foster carers and birth parents) do not have entitlement to CTC. Is this right?
