HB forms and 'BFI'

I am working on a case regarding an overpayment of HB. The appeal concerns an argument of official error relating to the lack of adequate support to the client, who has disabilities, in terms of advice and support with form completion. One of the counter-arguments put by the council is that the HB forms used by that council are 'model BFI forms and therefore compliant with the DDA'. Does anyone know what the BFI stands for?

BFI stand for “Benefit Fraud Inspectorate”.
The title reflects the purpose for which the inspectorate was first set up, but it long ago had it’s remit extended to cover the whole of the administration of Housing and Council Tax Benefit and some areas of DWP benefits.

Its primary purpose is to assess the performance of individual benefits sections against the performance standards as amended in 2004.

The mere fact that the forms are model BFI forms may not necessrily make them compliant with the DDA.

The BFI is an advisory body and has not legal status as far as HB decision making is concerned
