Carers Allowance Appeal .Full Time Education?

Please could someone help me find wording. Basically someone in administration at university is saying cl should be doing 35-36 hours! Obviously Mr Jobsworth. Tutor is saying 6 hours contact supervision and 14-15 non-contact, so just on limit of 21, but I remember seeing written somewhere that tutors evidence is prefered and I cant remember where, hopefully a CD, any ideas? Cl states contact hours 4-6 and home study less than 10. I have CG/4343/1998 but would really appreciate any of your views. Thanks.

May be worth having a look at CG/3189/2004, a more recent decision by Commissioner Bano which centres on the issue of determining whether or not an ICA claimant was a full-time student.
