Does anyone know how to find these ? I'm looking for Practice Note No. 2 which should be about Liability, Discounts and Exemptions for council tax. According to the 5th edition of the Council Tax Handbook, there is an Annex to Practice Note 2 which gives guidance to GP's about signing certificates of mental impairment for Council Tax benefit purposes - it is this that I am trying to get hold of ! I've searched all over on the Internet and even called our Council Tax department, all to no avail. I am trying to advise a psychiatrist who has been asked to sign a Council Tax SMI form for a patient with bi-polar disorder.

Unfortunately not. I had already found that link which takes you to the Council Tax Valuation website. That particular practice note refers to Valuation of Composite Hereditaments for Council Tax whatever that is ! Definitely not about mental impairment.
So thanks for replying, but my search continues.
