Students who claim CTC and are no longer entitled to IS

I wasn't sure where to put this? IS/CTC/other matters!
Has anybody else come across this problem, and whats the way forward?
The problem occurs when students(often lone parents) are 'floated' off IS due to claiming CTC and having other income ie incap or mtnce and then find that they are not eligible for free course fees due to the college means test. They are not on the magical 'IS' so do not fit in the college guidlines for free courses.
I'm sure its only a matter of time for colleges to re write their award criteria in line with other means tested things like free school meals and health costs etc, but some people are dropping out of the courses now!!!. They are only about a fiver above applicable amount!!!
