Ticketing for Tribunal members

I've just had a rather entertaining hearing where a Supported Work appeal was listed in front of a PCA panel with a medical member. The Judge was not "ticketed" to deal with issues that should be heard by a lone member...

I've got to wondering whether the "ticketing" schmem, where Judges are certified for different issues, is statutory... any ideas?

The system is not statutory as far as I know.

From my memories of working at TS/TAS/ITS/OPSSAT it was brought in at the time of the DMA changes as members were no longer specifically appointed to SSATs, DATs etc.
