Another tack in this case would be to write not to the IS section, but to the IB section, providing there's an underlying IB (credits only) claim. It's my understanding that there's a procedural arrangement between the lead benefit (IB) and IS that the latter will follow the former. The key is to connect the financial situation with the health/family situation, eg health deteriorating due to difficulty managing finances due to deteriorating health due to..... Any decision made by IB section would be passed to IS section, even though IB not in payment.
Well, that was the case 4 years ago, but I know times change.
