Does reg 2 para 10 of the Miscellaneous regs (3) 2005 (see rightsnet story 14/9/05) effectively deal with the problem of moves within the area being taken as happening on the Monday after they actually happen? I think it does, but I'm not sure. And what is the purpose of para 12?
