Looked at the CPAG Handbook pages 849 and 884 respectively "If you are a local councillor, travelling expenses and subsistence payments are (and basic allowances maybe) ignored as expenses 'wholly, exclusively and necessarily' incurred in your work.
I'm fine with the travel and subsistence part. We've ordered the Bob Prew book mentioned in other postings but in the interim.
Its the Basic Allowance bit, i'm struggling with? i've got some abstract arguments in my mind, but i feel there a bit airy fairy at this stage. Checked out the Case law mentioned but the Basic Allowance mentioned was tuppence halfpenny in those days, whereas our local councillors get a basic allowance of £116 give or take the odd quid.
Have any of the usual or not so usual suspects (please) got any pearls of wisdom, arguments, ideas or suggestions.
