Tax credits - joint claims and temporary separation

I would appreciate it if anyone could clarify the position regarding a WTC claimant here who has got married abroad but has only lived with her husband for a few weeks over there. He has never been here and they are awaiting entry clearance for him to come to the UK (I understand that this could take some time). I can access the Income Support rules easily enough but cannot find an analogous set of rules within the tax credit legislation. Do the Income Support rules apply to tax credits without (seemingly) any direct reference to them? Could it be argued that the couple have never lived together as husband and wife as they never set up home together (and the wife has a separate address, bills, etc. in the UK)? or would the situation best be covered by arguing that their separation would be likely to exceed 52 weeks?
Any help with this would be most welcome.
