I am very new to Welfare Rights and DLA. I have a client who has severe learning disabilities. I am in the process of asking for his DLA care to be reviewed in the hope of obtaining the higher rate. My client is registered blind and is currently on the lower rate of the mobility compnonent. Question. Would it be better to wait and see if he qualifies for the higher rate of care, before applying for the higher rate of mobility on the basis of Severe Mental Impairement at the same time? No. Both at the same time. If you have to take the highest rate care to appeal it might take months and once you win you apply for the higher mobility you won't get the mobility backdated. If you start them both at the same time it and you get turned down for the highest rate care the tribunal on appeal will be able to deal with both and payment for both will be from the same date when you win the appeal.
