Joint Motability Agreement

We are corporate appointee for two adults with learning disabilities, who already had a motability car between them when we took over the appointeeship. It turns out, and this is the first time I had seen anything like this, that they have one motability car in a joint agreement. This means that they both have their DLA higher rate mobility component paid towards the car. I found this strange, but DLA confirmed that it was correct.

One of the clients has recently started receiving her DLA higer rate mobility payments again. I contacted DLA, who confirmed that their agreement to pay instalments towards the car has now ended, but the other client's instalments do not end until 2008. This seems completely illogical, as the agreement was arranged with both clients at the same time. If the joint motability agreement is correct, surely that agreement should end at the same time for both clients?

I cannot find anything that refers to this type of circumstance.

Please help.
