WFTC overpayment appeal refused by Inland Revenue...

i need to write a stiff letter of complaint to HMCR, about a 4 year old outstanding WFTC appeal. looking at the pile of papers i was given yesterday, i can see that the case has suffered from being dealt with people on various sections, who just didn't get it, and none of which I can see the point of writing to without perpetuating the circle - going round in of the last 4 years. I'm writing to the Appeals Service, and could write to the Adjudicator, but feel the case should be spelled out to a head honcho first, for action...but who? where?
i dont necessarily need a name - a job title and address would do...

can anybody suggest a suitable recipient? would be grateful for any leads.

I'd write to: Richard Summersgill the IR Director at TCO, Preston, PR1 0SB.

Yours could be different though - i'm not sure if they have different directors for different areas.
