Blue Badge and Mental Health

Can anyone provide any help with obtaining a Blue Badge for a client with severe paranoid schizophrenia?

Cl is currently in receipt of DLA LR Mob and we have just got HR Care at Appeal.

Obvious issues with walking outdoors due to hallucinations both auditory and visual.

The Council are adamant its a no-goer as its isnt a physical disability!

Any suggestions?

As part of a review, the Disabled Persons Transport Advisory Committee (DPTAC) made a series of 47 recommendations to the Department for Transport in 2002.

The Government accepted some of the points and is understood to be changing some of the regs this year. However, on parking concessions for people with mental health/behavioural problems they agreed with the report's recommendation that "further research was required" see point 7 on link below:

I think the key issue for DfT (and local authorities) is the assessment on the likely impact of a significant increase in the number of badge holders and subsequent parking space ratio requirements.

A report is due out in Sept 2008 to round up the remaining issues from the original DPTAC review.
