Council Tax liability for student and not- in-work partner

I need help with advising student and partner re; CTax liability. They rent privately, student can get CTax exemption certificate from Uni, partner on unpaid maternity leave from April 2006, now in receipt of SMP. Both own a property in France. Nobody else lives with them. I assume they would be means tested out of most bens as property valued at more then 16k. What would they be liable for, considering that they cannot apply for SAR?

If they are the only two adults in occupation they will receive a 25% discount, but the dwelling is not exempt as they are not both students. So there will still be liability for 75%. The non-student partner is eligible for HB/CTB and can claim for the partner. As you say what they would get would depend on their financial circs. As you probably know there are various scenarios in which the French property could be disregared - like if they were trying to dispose of it for example.

Thanks Andy. I do not wish to spam the forum but have no direct contact with you, so apologies to all of you who hoped that this entry would contain some helpful, enlighting stuff- no, I just do not want to appear rude.
