Can anyone remember the CD from several years ago which stated that, for the purpose of lodging an appeal, the clock started to run from the day after the decision was made and not from the date that it was made.

Thus if a decision was made on say 1/1/05 an appeal request is in time if received on 1/2/05 and not out of time as it was contended that it should have been received on 31/1/05.

A colleague of mine may need a copy of this decision. Any help appreciated.
