JSA NEW DEAL PROGRAMMES

I have just had a client who has only been on JSA since 25/12/2006 - does anybody know whether he is mandatory required to attend a New Deal, Gateway course from 12/03/2007? Is there not a requirement that the client has to be on Income based JSA for a number of weeks before he is required to attend these courses and if so how long for? I've had a look in CPAG but can't seem to find any of these rules anywhere.

Gateway qualifying periods for clients aged 18-24 years is 6 months, whilst 25+ clients have 18 months before they have to begin their Gateway. Clients over 50yrs are included in this latter group, but do not have to participate in the Intensive Activity Period (IAP).
New Deal comprises of 3x 13 week periods, Gateway,IAP (or "Option" for 18-24), and Follow Through.
