CCG for adaptations to a car.

My client would like to have a Community Care Grant to fund the provision of what is to all intents and purposes a sort of crane to lift her power wheelchair into the back of her 4x4, which is quite high of the ground. The crane doesn't lift her, just the wheelchair on its own. (Because of the height of the back of the car any ramp would have to be very long indeed to allow a reasonable slope so the crane is the obvious solution).
It may or may not be possible to satisfy Direction 4(a)(iii) in that she would be effectively housebound without the wheelchair but my main concern is whether such a device should or could be considered a 'medical item' which should be available from the NHS or LA and excluded. I know CCGs can be made for stairlifts and wheelchairs provided that none of the 'authorities' have a duty to provide them, any observations or experiences would be gratefully recieved.
