DWP guidance re Housing Benefit

I am in the process of updating our SLA (we are an RSL) with our Local Authority. The LA is quibbling about two things. 1) recovering overpayments from Landlords as per the DWP guidance issued in January 04. I am referring to the table which shows who to recover from and in which circumstances, and 2) interim payments. The LA says they only need to make interim payments in regard to rent (indicative rent levels). The LA is telling me they do not need to pay on claims where, for example, the claimant is waiting for proof of child benefit to be provided. Is there any way I can find out how enforceable DWP guidance is. And, am I correct in thinking that interim payments should be paid if the claim is complete apart from a minor piece of information which the claimant has not provided without good cause?
