Incapacity Appeal where claimant has high mob DLA

Claimant has high mobility DLA for a physical problem. Appeal has been adjourned three times. First 2 times i requested previous medical reports icluding DLA. Third time Chairman adjourned because department hadn't provided the reports. Chairman then requests DLA report and asks that if it can't be provided reason has to why not provided. DWP still not provided reports and gives reason as the DM does not see that it is relevant. At last hearing I said I felt that DM had been given ample opportunity to respond and had ignored the tribunal request. Any suggestions as to how I deal with tribunal as chairperson seems willing to continue to just keep asking for the medical reports.
