A Portuguese man came to Edinburgh in April 2003 and commenced employment in July 2003. He ceased employment in February 2007 as his wife became seriously ill. She is now in receipt of Highest care component of Disability Living Allowance. The man has ceased work to look after his wife and is in receipt of Carer's Allowance. He has been refused Income Support and has not been in Britain for five years and is not regarded as a worker. Any suggestions! This seems not rights as with Carers Allowance you have National Insurance Credits and can therefore be regarded as a worker. I really appreciate your assistance.
