How soon after DLA entitlement has been stopped (subject of appeal) can a client make a fresh/new claim for DLA on the basis of deterioration of condition?

I've made quite a few claims straight after unsuccesful Tribunal due to deterioration in condition and in some cases Tribunal chairs have actually advised doing so becuase they ahve not been able to consider period when condition deteriorated.
