LHA paid direct to landlord - £15 excess?

Just a quick question about a scenario I haven't come across before. A vulnerable client is having his LHA paid direct to the landlord but his rent is £15 less than his LHA (I know, I never thought it would happen!)

Now, does the landord receive all the money and then give the £15 excess to the tenant or does the council issue two payments, one to the landlord and then the excess to the tenant?

The council makes two payments. The landlord cannot have HB more than the rent due unless there are rent arrears.
