children without recourse considered?

Client looks after cousin's children Monday to Friday. Cousin has outstanding immigration application and no recourse to public funds. She is in receipt of child tax credits for the children, and we have put on a post to find out whether she is so entitled.
Is client entitled to have the children considered as resident with her for the purposes of her housing benefit assessment.

Only if she is getting the child benefit for them. Has she claimed CB?
