Two homes- Two income deductions?

Someone is claiming on two homes- perhaps because of domestic violence.
The two homes are in different council areas- so two separate claims.
If the person has income above the applicable amount is there any way of avoiding double the usual reduction in HB (caused by income related reductions being made on both claims), other than a Discretionary Housing Payment?

This calculation should be done by combining the two rents and performing one calculation, thereby avoiding the problem.

...however I should add that, if one of the LA's concerned is mine, we have only recently cottoned onto this and the message may not have reached all parts of the office yet. I don't know if that helps in this case......?

Do you have the regs applicable to this one. I understand them when there is one claim, because one LA, but not when there are two.

Could you not get one of the LA's to agree to carry out the functions of the other, or get them to discharge their functions relating to this claim jointly as is permitted by S134(5) of the Administration Act.

That way, there is one claim with a dual rent liability but only one applicable amount and one taper
