GP evidence decision

There was a CD which said that where a GP does not put anything in response to the question whether someone can self care it should be taken as no opinion and not as evidence that the claimant can self care. Trouble is I can't find the reference. Can anyone help?

I don't think this is the CD you want really but is the only one i've got dealing with medical evidence and, as no-one else has replied i thought there was nothing to lose!

And please be careful between "none known" and "unknown" when using it, speaking as someone who very nearly came a cropper for not having read it properly last minute before a tribunal.
