Deductions from IS to repay Water rates debt

My client has been told this is no longer possible. Is this the case?

Not the last time I heard - I am unaware of any changes to the regulations which would remove this particular debt from the scope: though arguably, as it is no longer possible for the water company to disconnect for non-payment, it has become an anomaly anyway among the other high-priority types of debt that can lead to seriously nasty consequences if not paid.

My client has water arrears deductions from his JSA. They only started a couple of months ago.
