Hi, Is it possible I could pick someones brains please ????????

In both the CPAG handbook and Dis Rights handbook it clearly states that a person is in recipet of DLA mobility it cannot go up or down once they are over 65. Is this correct as the local DWP people are telling us that it can go down.

If before turning 65 someone satisfied the test for lower rate as a result of, e.g., a learning disability and the higher rate due to a problem with their hip - they then get a hip replacement after 65, walking improves and so no longer satisfies higher rate mobility test, they would go down to lower rate mobility. If that makes sense.
