Client is appointee for a couple (relatives, both blind). They both work, so no DWP benefits. She became appointee by signing relevant part of TC claim in 2003. All award notices & letters etc. re TCs sent to appointee. Bureau recently sent off TC689 with appointee's authority for us to act as intermediary. TCO have now told client she will have to be made an appointee by DWP or they will stop her being one. DWP procedure is complex (interview, benefits paid to appointee not claimants etc.)
CPAG page 1340 says that for TCs appointee can be someone who applies in writing to HMRC and is appointed by them. This seems to be exactly what happened in 2003.
Does anyone know, please, whether this is in regs. anywhere? Also, has anyone had any similar problems?

Why would the Secretary of State appoint someone to act on behalf of another for social security purposes, if there are no social security benefits in payment? it's not going to happen.

reg 18 (3) of the Tax Credits (Claims and Notifications) Regs 2002 applies. incidentally, even if there were SS benefits in payment and no appointee, i still can't see that it prevents the Revenue from apponting someone for TC purposes.
looks like the Revenue is exceeding its authority...
