Old Commissioners Decision

Page 124 of the Disability Rights handbook covers the DLA "cooking test". It presents the argument that if ANY part of the process cannot be performed a person should be accepted as passing the test (even if the person could cope with the rest of the process). It makes reference to R(S)11/81 as support for this argument.

Can someone post a link to said decision or tell me where I may get a copy. Have tried to find it on the net but to no avail.
