Delay in communication of a decision

Say a decision was made on 29/2/05 and the decision was communicated in a letter dated 9/1/06.

Aren't there laws against this sort of thing? I hoped there might be but I can't find any.

It was an overpayment of DLA.

There is an argument somewhere in relation to timeous delays contravening the Human Rights Act, ie right to a fair trial. Can't remember the case though.

Thanks all - I read with somewhat of a chill that 2 years is insufficient delay to give real concern in a case where there is delay between information being rec'd and a decision ... although the particular time period which would trigger concern presumably must depend on the type of issues contained in the appeal.
