Holiday pay in HB calculations.

I have a bit of a confusing case -
A client works between 23 and 25 hours a week in a supermarket and takes home about £143. He has recently had taken quite a bit of holiday time after a long period without any. Every fortnight he had 10 hours holday pay added to his wages, increasing them by about £50 (so bizarrely he is better off by going on holiday).
The LA found out about this and have reduced his HB award because over an 8 week period he earnt a fair bit more.
How is holiday pay taken into account? If for example, he got 4 wks a year, should that be averaged out over a year or is it because it is a part-time job it gets taken into account as and when it is paid and his pay changes?

Any pay is to be taken into account over whatever period is the most accurate estimate of his true income. Mr Commissioner Jacobs gives some guidance as to how thatshould work out in practice in CH/1780/2005
