1. My Service User was in hospital for many years, getting downrated DLA and IB (under transitional protection). His original DLA award was for HRC and HRM but obviously downrated whilst in hospital. He was discharged on a Monday. He was awarded Housing Benefit from the Monday he was discharged. His Long Term Incapacity Benefit restarted at the full rate from the Tuesday and his DLA restarted at the full rate from the Wednesday. Should the HB calculation include an Severe Disability Premium and Enhanced Disability Premium from the week he moved out or the following week. I suppose this question is about whether premiums are daily or weekly entitlement (and payability?). I've checked the footnote in the CPAG which gives para 13(A) of Sched 2 of both HB regs and IS regs - having checked both I am none the wiser.

2. Also, is there any place where it tells you whether a benefit is daily or weekly, when entitlement and when payability starts??
