HMRC are refusing appeal rights against a r2r decision stating that it's DWP's decision and not theirs.

We have taken advice, and although it might not get that far we need to find out whether this is a trend as it'll affect whether we get funding. If it's a one off we won't, if it's a systemic failure we're in with a chance.

The deadline for application, if it happens, is 28th February.
